Thus, in the dialogue with the Churches of the Reformed tradition, after the clarification on the Doctrine of Justification, the issues still pending are pre-eminently those dealing with ecclesiology. But the Council far from desires to usurp any of the functions which already belong to its constituent churches, or to control them, or to legislate for them, and indeed is prevented by its constitution from doing so. In its Toronto statement , the WCC has also made it clear that it does not intend to become a 'super-church' or a substitute for the Una Sancta or an instrument to negotiate unions between churches. On the contrary, both the Council and the ecumenical Encyclical acknowledge explicitly that the Holy Spirit is at work in the other Churches in which they even discover examples of holiness up to martyrdom. They consider themselves as the fruit of a new Pentecost; consequently, the Baptism of the Spirit takes on a role of fundamental importance for them.
